Yes ZigBEE HAN is a function of the hub, not the meter, although anecdotally there are a few meter/hub combinations where the HAN might not work unless the WAN is working.

There will not be a mass switch off of the RTS national signal on 30 June 2025. From this date, a phase out will begin of the RTS functionality for small groups of meters at a time. Customers will be informed directly.
The new phased area-by-area shutdown will initially target localised areas with very few RTS customers. This will hopefully ensure energy suppliers are able to respond effectively to install replacement smart meters
As of 30 May 2025, statistics from the energy regulator Ofgem revealed that there were still 314,935 RTS meters that needed to be upgraded
