Recently moved into a flat with new storage heaters installed. On timer function they don’t heat but will on boost setting leading me to think they’re not charging overnight. We’re on a dual rate tariff so maybe it’s something to do with the meter? We currently don’t have a smart meter and are the left hand flat (L on the meter). Any help would be appreciated!

@retrotecchie may have found the issue. The time clock has not changed since I’ve last looked at it and may need replacing. Do you know who’d be responsible for this?
That's a nice hairy setup! Hard for me to decipher on my phone but I can't use the computer as the storm has taken out my power and phone lines.
Can you give me the model number of the Landys and Gyr meter ( small white one), the same for the ABB (black meter) and if possible any info from the timeswitch. The indicator on the time switch should show the approximately correct time too, but if not, then it might be a timeswitch issue. If you could photograph each individual unit and post pics, I may be able to offer more advice once National Grid have powered our village up again!

Thanks for your response @retrotecchie! The model number for the Landys and Gyr meter is 5235D-N and the ABB/Elster is J11B2A (think this meter is for right hand flat). The time switch on the Landys and Gry meter is flashing for the second light, meter reading 1 is showing 60727, for 2 31795 and t 92523. Sorry I'm not too electrically minded so not sure if this means we're on the correct time or not. Hope there isn't too much damage from the storm down your way!
If you are in rented accommodation, it will be the responsibility of your landlord, or agent.
If you own the property, technically it's your responsibility so you will need a qualified electrician to take a look and possibly replace the timeswitch. I'm still a little concerned though that you only appear to have a single rate meter. Are you actually on a tariff with two rates because if not, regardless of whether the timer is working or not, you'll always be charged the same for electricity regardless of the time of use. The timer may well be just for convenience and not related to day or night rates.
Do the meter readings you've quoted " meter reading 1 is showing 60727, for 2 31795 and t 92523" relate to your statements and bills. If so that is your meter and may answer @retrotecchie's concern.

@retrotecchie thanks for the response! It's rented accommodation so will reach out to the landlord. I believe the Landys and Gyr meter is for our flat and the older ABB meter is for the flat next door (R) but will confirm this with landlord to make sure that we're getting the dual rates! Thanks @meldrewreborn, we've just moved in so haven't received any statements or bills yet but will be sure to keep an eye out to double check we're on the correct meter!
