66 pages of gobbledegook takes a fair bit of understanding.
the theory is fine. But we have lots of regional variations in pricing already , while seemingly having national half hourly pricing in the wholesale market. I’m struggling to imagine the reaction of consumers. -

perhaps we should go back and look at the projected benefits of Smart Metering. The underlying assumptions have not been met, the rollout is years behind schedule (despite numerous adjustments), and unforeseen costs have arisen. Due to the use of discount vales to later timed costs the effect is that the upfront costs are not being mitigated by later benefits as these benefits are delayed and thus as a result worth less.
on this particular concept, there are assumptions on rapid EV rollout, similarly for heat pumps and eventually for the elimination of unabated gas generation to be replaced by increased interconnection energy from abroad.
while all of us would welcome reduced prices, and the current nonsense of turning off wind generation and then having to replace that with more expensive supply obviously needs correction, I would prefer to see some more alternative suggestions than just this one to the current system.
Having written a few of these appraisals in the past I’m aware of their limitations, and this one is a real biggy. Get it wrong and it will cost us dear, get it right and the savings are immense. Unfortunately the record of Governments of all persuasions isn’t good in that respect. Sceptical? Me? Really? -
