That looks worse than it probably is @Reflection, surface rust I think. I might be wrong here but if it were a problem I'd expect the engineer to replace the elbows if necessary, they may have to change them anyway if the new meter dimensions are slightly different.

Think that's bad 😀 - I've just refurbed my bathroom and found this in the wall which must have been used to feed a gas geyser many years ago
Luckily I'd had the supply pipe capped four years ago, but it had been live until then 😲
I think that nowadays gas pipes can go through walls with protection but not be run buried in the surface of walls. Others will confirm or contradict, if I’m wrong.
