Added to this I have an SEG account which is hugely in credit, why can't this be used to pay my EV tariff?

Having finally used up the credit on my account after a couple of years, e.on now want to almost double my direct debit, despite the fact that I am currently paying about what I use, and that will get less over the summer.

I think your estimated annual consumption is used to set monthly DDs and it’s difficult to work out how they calculate that estimate.
An alternative is to contact customer service to ask to be switched to a Variable DD where you only pay the balance of your bill each month but keep your DD discount.I'm an Eon Next dual fuel customer with no particular expertise but have some time on my hands that I am using to try and help out a bit. -
