If the meter and/or Timeswitch has been ripped off the wall, contact your supplier for help.
If the Main Fuse has been ripped off the wall, contact your DNO for help
If EVERYTHING has been ripped off the wall, contact both your supplier and your DNO for help
If you wish to report energy theft, please see the advice at Stay Energy Safe. What happened here is technically meter tampering and I certainly don't have a problem if you decide to report it.

I’m really sorry. With all the changes coming on 1st October I know they are more busy than usual. I’m afraid I am only a customer like yourself and have no power to do anything to help. I hope you get a response soon.
Sorry to hear of this situation, it's particularly annoying when what is effectively vandalism results in you having to sort the matter out.
Strictly speaking this is the responsibility of the property owner rather than of the energy supplier or distributor. That's my opinion. The regional distributor might be liable but I wouldn't expect them to readily admit liability. Your best bet would be to get a local electrician to do the work, and certainly the quickest outcome.
if you have buildings insurance you mighty be able to get them to reimburse you if you are able to make a claim, of course there might be an excess. Unfortunately you have to get this sorted quickly for safety reasons.
