In which case how is this different to an economy 7 set up? The meter in this case (that of @KenMavor) has two tiers, off-peak and peak, with 7 hours of off peak charging, and is clearly capable of recording against those tiers and in accumulating the consumption against each to provide a normal reading of each?. Why does there need to be a reference to the half hourly time slots? Now if the meter were not capable of measuring the two rates separately, then this complex solution might be beneficial, but otherwise I'm perplexed! Perhaps that is what it is all about - enabling E7 pricing on non E7 meters!

@meldrewreborn - it's really simple : standard meters just record the usage in half hourly chunks and apply the relevant ToU tariff to the particular recorded time.
In the ultimate ToU situation each ½ hourly slot could have its own pricing depending on demand on the network.
AFAIK: E7 meters have 2 separate "totals" registers, recording the off-peak and peak total usage to which the relevant tariff is applied - they don't use the half hourly readings, but absolutely no reason why they shouldn't

I don't think they're trying to make it complicated - I think they're trying to support people who've already got E7meters thus allowing them to join the Drive tariff
The rest of us have just got standard meters and record ½ hourly usage
Or they could give E7 customers better rates! I'm presuming that the version of Drive are better than those of E7 fixed tariffs. But I can't be bothered to find out.
Yes the Drive tariff is cheaper than E7, it's beyond me why. I believe I can't just ask to move to the Drive tariff either, it looks like you almost have to prove that you actually have an EV.

There's no check on whether you have an EV when you apply, but I guess they could remove you from the tariff if your usage indicates that you're not charging overnight
