Those are the values as stored in your meter - maybe the older Smets1 meter only stored a month's worth of readings, or something got re-initialised in Sept.
The time is always stored on the meter in UTC(GMT) time so your readings of 23:00 and 23:30 on 1-Oct are actually your readings at midnight & 00:30 on 2-Oct
Have you added your tariff values into your spreadsheet for the specific time of use to see if your calculations match your bill? (don't forget to add daily standing charge and vat)
BTW: The value/times don't seem to quite agree with your screenshot from Bright, so maybe check the timezone offset in Bright settings is correct

Nope : smart meters don't fail 🤣- the ½ hourly TOU readings are used for billing, which is why we have to have smart meters, and agree to them using our ½ hourly data (which is presumably a GDRP imposition)
How could they calculate our TOU any other way?
Maybe if there's a temporary Comms failure, the next pull will get the missing data from the TOU registers (13 months of ½ hourly is stored) but if Comms is lost completely (such as 2g/3g switchoff) I guess you can't have the EV tariff

This is my situation, as my version of the L&G E470 only has a single overall usage "tier"
@geoffers. Perhaps the TOU is used to avoid having to replace single tier meters with dual or more tier meters? So using the technology saves everybody money. In this case the other tier data (rate1) has no relevance then?
the customer can only check the total consumption in a period and is reliant upon the supplier to apportion the billing correctly from the TOU information, which the customer can check, if technically competent, themselves. While I who has grown old with spreadsheets and importing data in .CSV format I doubt that less than 10% of the population would have a clue where to begin.
So following on from @geoffers explanation, and going back to your original post , it looks like you been charged for the energy actually used almost twice.
I suggest you ask for the detailed information underpinning their billing to justify the charges which do not align with the total amount of energy used recorded by the meter. It a billing problem not a meter problem.

When I have checked the half hour reading on Bright it does match the spreadsheet data now so not sure why it didn't before. I checked and it is set to the right time zone.
@meldrewreborn no the charge was 22.7kwh but the Bright app shows it as much higher. The car is 61kwh for a full charge and it wasn't even below half when we charged it.
