I just had a conversation with my neighbour who works for our County Council. She assures me that they have no involvement whatsoever with the AFP as this is a Treasury/BEIS scheme and is operated centrally without any Council involvement or intervention, at least here in Wales. It may be different in England or Scotland and her only suggestion was to contact the finance and revenue people at your council and see what they have to say. If they are involved, then they will be aware of any arrangements under the scheme.
More than that, I can't offer any more advice, I'm afraid. The automatic payments through the energy companies slipped almost six weeks from the original timescale too. We should have seen the payment in late Autumn/early Winter but it was this year before they finally came through.
The only positive I can offer is that with heating oil now at around 64p a litre, that works out at just under 6p per kWh with no standing charges so actually significantly cheaper than heating with mains gas right now.

Regarding the price what it is now I can assure you when I filled up it was significantly higher than 64,p...if others have had it then those who had to apply through no fault of their own should get it...if not then that is a discrace whatever the price is now.
I have just managed to contact the government help line 08081753943 and got an answer.
The applications are checked to see if you are actually off grid at their end.
If they deem you are not off grid for whatever reason you will receive an email/letter to that effect within a couple of weeks.
If they deem you are off grid your application is then forwarded to your local council (England).
The local council will check the address matches the invoice for heating oil over £200.
I was told it is taking a little longer due to council employees working from home.

@XL5 I applied 6 weeks ago, heard absolutely nothing. Not even sure who you contact to chase it up as there nothing in the email confirming application or on the government portal. I find it objectional that's have to prove I've spent that money on fuel where the people who automatically got the payment via their electricity suppliers had to prove nothing
