The energy performance certificate system uses an alphabetical grading system from A (Good) to G (poor).
Is there any clue as to where on that grading scale the cut-off point the DWP is going to use to judge eligibilty is yet (I imagine it will be either C or D)?
Officially, I'm on the very threshold of D, just about scraping into C (by a single point!), but there are all kinds of factors that otherwise play in to 'energy performance efficiency' as it relates to energy consumption - not least the individual circumstances of specific disabilities, which is the one criterion the discount apparently won't be assessed on.
All very arbitrary and potentially unfair, so par for the course with the Shower In Power.
EPCs have got little or nothing to do with the assessment for Warm Homes Discount. The database they will use which covers over 98% of properties in the UK is the one maintained by the Valuation Office Agency (VOA). Different methods will need to be used for assessment for the less than 2% of homes that aren't on that database. But yes, another potential Government omnishambles in the making.
My house just scraped an EPC E with exactly 39 points. One point less and I wouldn't legally be allowed to rent it! On the day of the assessment, the landlord moved it from an F (37 points) into an E by changing the porch light to LED and fitting a draught excluder to the letterbox! But as I say, EPC is usually not considered for WHD purposes.

Last year I received the WHD on the basis of receiving the council tax pensioners discount. This didn't appear as one of the main qualifying benefits but the eonnext application form mentioned it. This year the same applies regarding qualifying benefits but I still receive council tax discount. Do I therefore still qualify for this year's WHD?
If you qualify under the Core 1 or Core 2 groups, the whole thing will be automatically done for you. If you qualified last year, you may not qualify this year as the rules have changed. You can always phone the helpline from Nov 14th onwards to see if you qualify under some other parameter, such as pension credit.
I don't qualify as Carers Allowance is not a qualifying benefit. My missus qualified last year on the basis of being disabled. This year she does not qualify on those grounds, but she does on the grounds of Housing Benefit and ESA.
@JoeSoap the link mentions all different benefits that I don't claim so it looks like my eligibility is doubtful. The website also contains the enigmatic statement that I may qualify if "your property has a high energy cost score based on its characteristics".
