Yes, the property we live in will be taken into consideration as well. They are using statistics to find out who needs to use the most energy. Not all those in the old core group 2 who used to receive the WHD when applied for will receive it under the new way they issue the fund this year. It sounds like the government will decide who can receive it depending on factors like how old your home is, how big it is and how much extra energy you need to heat it. So it's not just about receiving certain benefits like previous seasons. There is no application for the WHD this season, it will be automatic if they deem you entitled.

Those with low incomes in larger properties will face greater challenges meeting their high energy needs; Property age:How old a property is,is also a strong indicator of energy requirements. The age of a property is correlated to the rate of fuel poverty and average fuel poverty gaps as older properties are likely to have lower than average energy efficiency ratings and higher than average floor area. In contrast, decreasing energy costs are likely to occur in more recently built properties; Property type is another strong indicator of high energy requirements. For example, detached houses are more costly to heat, mainly due to having more external walls,the properties being larger and less energy efficient.
but you only need an EPC if the property is rented out or has been sold. And they last for 10 years so I canโt see they would be used.

Yes, but they will want to use simple and uncontested data. So council tax band, which has been used before springs to mind -and even that's a bit dodgy.
Whatever they use it has to cover every address and be publicly available. The notion of taking property type, style, size, build date etc into account is laudable, but the government have only ever done one assessment of properties into council tax bands in England (in 1991!), so how are they going to apply these factors when there isn't a source for the required data for every UK property?
