Your standing charges don't appear to have changed. From what I can see, you seem to be quoting the standing charge amounts minus the 5% VAT (what you see online includes VAT at 5% and what you see on the bill doesn't)
If you check your tariff renewal information sent out when you originally switched to your tariffs in the past, you should see that the info on your tariff renewal info (either email or letter) will match what you can still see on your online account in relation to the standing charge.

We are aware of an ongoing issue affecting customers on a fixed price tariff, where the unit prices and standing charges are incorrect.
The Community Team have raised this for investigation as we have seen multiple posts and reports of this happening to members of the Community.
We would like to ask members who are affected by this issue to pop a comment below with your current tariff only . (Please don't share your personal information in this public space, including account numbers etc)
I am on Next online v14 fixed and was previously paying 39.94p kWh (incl VAT) for electricity, this has now been reduced to only 35.98p. The govt max is 34p and regional N/West is 33.47p. Gas has remained the same. Standing charges have remained the same
35.98 is the correct rate for N Wales and Mersey (VAT inc). Are you sure you're in the North west region (as defined by the Electricity Act passed in the 1950's!)?

You could be right. I live in Warrington which is where the HQ for Electricity North West is based but guess what - after searching, I found that Warrington comes under Scottish Power🙄
