Would appreciate any advice/help if possible. I have a feeling that my electricity meter (an Ampy 5258k) is faulty. I turned off all electricity via the fuse box, but the red light still flashes roughly twice every second.
Can I confirm (from anyone in the know!) that this behaviour is likely caused by a faulty meter? Don't want to get stung for a callout charge if it turns out I've misunderstood how things work.

I can already suspect a possible fault, but to help confirm it, I've got a trick up my sleeve. It sounds like you've already done a Creep Test too, so your next steps would be to request a Meter Accuracy Test via customer service. The cost for this is around £160 BUT if the meter is found to be overclocking, not only will you get your £160 back, you'll also get a refund of all the overpayments caused by the fault. The meter will also be replaced as well with a shiny new one.
If you want me to though, I can help you to do a full Creep Test for free. If you do this with me, I can guarantee it won't cost you more than maybe 20p, which ironically... You'd probably get back anyway as part of the Meter Accuracy Test results. Creep Tests aren't official per se, but they are a very good indicator!

A 'creep test' absolutely sound like I'm about to be asked to do the equivalent of fetching a 'long weight' or a 'bucket of stripy paint' but let's give it the benefit of the doubt! (lol)
How would I go about doing that? (And thank you already for the response so far!)
Just to state a basic fact, the meter is still supplied from the electricity mains, even when the fuse box is isolated, so its natural that a light on the meter itself, red or otherwise, can still flash in that situation.

Not quite. The meter takes its own power from before the point of measurement, and the red Metrology LED will not flash in relation to whatever juice the meter uses. :)
As a result, this test isn't affected by the meter's own power consumption.
2 of the 4 different customer service people I communicated with didn't believe that this was an indication of a faulty meter because 'the meter reading was unchanged'. This particular meter only shows kWh (1000 watts) so somehow they expected to see 1000 watts of usage within 5 minutes! (For context, if I've calculated this correctly, if this was the amount of power being drawn normally it would be cost me and my small 2 bed flat £86 per day). No amount of explaining that seemed to change their minds.
Either way, they agreed to book in a service engineer. Earliest appointment they could muster was 44 days time (14th July) and they've charged me £100.93 up front which will only be refunded if they discover that it was faulty. So I guess we wait a couple of months to see.
Well, as far as I'm concerned if the Metrology LED continues to flash more than five minutes after you kill the power to the entire property at the fuse box... Something's wrong with the meter. Even if it doesn't result in the numbers spinning during the test, I agree with you. The LED should literally stop flashing within around 30 seconds to allow for the meter to catch up after all.
