Would E-on take on a new customer with debt to previous supplier?

I'm currently with Scottish Power for gas and electricity, I have outstanding arrears which they are in the process of setting up repayment for adding to my already rising fuel bill. I was just wondering if E-on or any supplier for that matter, takes on new customers and will be willing to set up arrangements to pay off the debt to my old supplier?
