That would be for a multi-rate meter setup. But something doesn't seem right about it to me and I suspect there's a bug somehow. Let me call on @sustainablesoup_EONNext as she'll probably want to check your account over. I'm only a forum volunteer so I can't access your account, but you'll be amazed at my diagnostic skills. :)
Please could you post photos of your meters as well. I want to check exactly what kind of meter you have, as this would prove (or disprove) my theory.
