Ok, you have a dual rate meter, which we know from the pictures and the 02 confirms that. Your Time Code is 39 which is not an industry-standard code but region/DNO specific. South Western Electricity Board at the time the meter was installed, but now you come under Western Power/National Grid. Your economy 7 times are 2300 to 0000 for an hour, then 0100 to 0700 for another six hours in summer and then an hour earlier for all timings when the clocks revert to GMT.
If you had the meter changed to a smart meter, likely you would be given a straight seven hour block, but I would personally stay as you are with that meter and avoid going smart at all costs.
