The Meters (Certification) Regulations 1998 Schedule 4 states your meter, the C11B/M as having a certification period of 25 years, which is actually the longest certification period of any meter out therein the wild. There's no way that meter was installed after 1999 and I would say mid 70's at the latest, so I'd be happy to say it's well past it's 'use by.date'...possibly 25 years past it.

Yep, old meter that should be replaced.
However, the issue is just a misreading / display of Dec - 5970 not 6970.
Yes, it's pointing at 6000, but at 6900 it should be nearly pointing at 7000. So just a slight misalignment between printing and needle.
Hopefully just gets corrected by subsequent readings.
I know my eyesight isn't the best, but I would guess anyone reading this would say that it is most certainly after the 6 not pointing at it, whether its further forward than it should be idk, but I understand what you mean at 6900 the needle should be closer to the 7000 mark, good detective work.
Anyway I now have my meter replacement appointment set for the 21st Feb, so hopefully good retirement for this one.

whether it’s before or after a particular point is usually determined by reference to the next dial along, but the difficulties in reading this type of meter has been known for decades, and it’s an issue that will gradually fade away as meters are replaced. However the replacements seem to have issues too!🤣😇
