Sister was taken away in ambulance in 2010 and no longer living in property and in care home with dementia and gas and elec all off. Property derelict but can't get bills to stop coming despite multitude of calls to them over 15 years.

Hey @PJH I'm Deb one of the coordinators on the community it's lovely to virtually "meet" you! It sounds like you've had a bit of a tough time getting this sorted out.
Is there anyone managing the property that perhaps has power of attorney and can make decisions on your sisters behalf? One of the things I was thinking is that we could have the property de-energised - this is what @WizzyWigg has shared, if there is no energy coming into the property while we would still have a meter point showing on the account for property it wouldn't be billed against as there is no energy getting to the property. This could also be done with the gas
If however there is minimal use for example some vacant properties still have heating running on low to prevent damp and mold or lights are used on timers to for security etc then this is when we wouldn't consider this as an option and would perhaps recommend smart meters and variable billing instead.
It would mean that someone with authority would need to get in touch to book an appointment and would need to be present at the property for the appointment.
I certainly agree with what @meldrewreborn has said if you have already been in contact then this would certainly warrant further investigation into what has previously been discussed and what support we can offer, so I would encourage you to raise a complaint.

@WizzyWigg for first few years they took off standing charge when I explained the situation and sometimes adjusted estimated use when I send photos of thr meter (elec) but I believe they are only ones to read gas which shows zero usage since installed
my call 2 days ago got no sense, just an email to help me have the address to send another photo of meter and copy of deputyship order from the courts. -
@DebF_EONNext my wife and I are deputies to manage sisters affairs ( like a power of attorney)
