Strictly speaking, anything mounted to the meter/disconnect backboard (and the board itself) is the property of the DNO and should not be touched by the consumer. That said, it's not connected to anything or doing anything so it is rather superfluous.
I'd leave it simply because it's not my bailiwick, even though the engineer in me says 'tidy it up' 🤣🤣🤣
