The cornwall forecasts are as you say for increased price cap prices from 1 October.
The standing charge for electricity moves from circa 50p to a forecast of 61p, and that for gas moves from circa 24p to 33p. I've looked back at a previous forecast from Cornwall to see if there is an explanation for the sharp rises forecast in standing charges but haven't found one.
My electricity usage is now circa 1600 kWh per annum, whereas the OFGEM typical average is 2,700 kWh per annum. At these forecast rates about 35% of my electricity bill will be standing charges. While i reduce my electricity bill by limiting consumption , the only way I can reduce my standing charges is by going for a fix, which seem to use todays prices as their base. At some point in time before the next price cap change in October, suppliers will revise their fix price offers.
Of course we will have a new Government by then, and given the attention energy prices generate (pun intended) There will be pressure on them to do something, but I learnt a long time ago that that money (nor spaghetti - look up the Panorama spaghetti April fool video from 1957) doesn't grow on trees and they'll be huge numbers of claims demanding money from other sources.
All of us that are not on a fix now should seriously consider fixing now, especially if they are lower than average users of energy (2,700 kWh of electricity and 11,500 kWh of gas). I'm an average gas user.
