You will need a home charger, smart meters and an app linking the two.
If you're a normal person who charges an EV with a cable with a 13A plug on the end plugged into a regular socket in your garage you would just be better off with Economy 7 and charge your car on off-peak rate.

if we get the new drive tariff (with home charger if we have to) there are certain hours that electric is cheaper. Does this apply to all appliances throughout the home, will they be on the cheaper electricity at the said times.

The 'smart car charger' interfaces with the smart meter and uses Time Of Use (TOU) data sent via the smart network to turn your charger on or off at specific times, so the 'cheap rate' is only used for charging the car - you can't run the rest of the house on the cheap rate tariff. That's my understanding anyway. If you want to use cheap rate electricity in the rest of the house you will need Economy 7.

@retrotecchie : Don't think you're quite correct with the above for the Eon NextDrive tariff.
Other suppliers such as Octopus energy seem to do what you suggest ie they say
Intelligent Octopus pairs with your Ohme charger to optimise your charging to the very greenest times
However Eon Drive just appears to use ½ hourly monitoring of you SMETS2 smart meter to adjust the charging rate for your supply at the set time, with no requirement for an EV charger.
