There will, in the building, be a service cupboard or duct where all utilities enter the building. There will usually be a distribution board where individual feeds to each flat are tapped off from. It is often the case in this sort of situations for the MPAN number for each individual supply to be marked up or tagged onto each individual supply cable rather than affixed as a tag to the individual meters themselves.
I lived in a block of 54 flats where we each had individual meters in each flat, but the boiler room with the incomer for the electricity had all the DNO disconnects and fuses and these were labelled up with the supply number (MPAN).
The Housing Association were responsible for access to this room, and for letting folks know what their MPAN number was if they wanted to organise their utilities.
This is clearly just a 'clerical error', somewhere, possibly even predating E.On Next, but one that has just rippled through harmlessly until now. Related to this is that if the neighbour has got both MPAN numbers assigned to her account, she will in theory be paying two lots of standing charges, as it is one SC per MPAN.

Marco is prepayment, and so I presume he is paying for energy consumed and his standing charges.Current Eon Next customer, ex EDF, Zog and Symbio. Yep. In theory, if he doesn't have an MPAN number in his account, he won't be paying standing charges. In practice, I suspect it is a function of the PAYG meter itself. Likewise, if the woman downstairs has both MPANs attributed to her account, she should be paying two lots of SC -

it is a right mess, no mistake. I can now see why the housing association will be involved, if the have the key to this supposed cupboard.
