Some do, a lot of older ones don't. The thermostat shouldn't cycle too quickly as this would lead to premature contact failure, but with electronic control, regulation tends to be smoother and a bit more proportional rather than simple 'on-off'. Depends on environment. In a well insulated fairly warm room, the cycle time can be very slow. In an uninsulated garage or something...the heat loss to the surrounding air is much faster and would cause a faster cycling rate.
