Is it possible that this is related to smart meter readings being taken every 30 minutes but the clocks being out of sync, i.e. your usage from 4:30pm to 5pm being taken by the system at say 5:01pm so gets counted as used within the 5pm to 6pm window, thats assuming that its set to take the reading on the exact half hour like 5:30pm and not just every 30 minutes so could be at 5:10pm then 5:40pm.
I would suggest next time to try reducing usage from just before 4:30pm and see if that makes a difference.
Annyingly I cant get on the this scheme myself at the moment as have been trying to contact them about it and got no reply and only just found my account was setup for daily reads instead of half hourly after finding information in this forum that doesnt appear anywhere on main site it looks like I need to wait a month before I can be eligable for it, pretty poor show I think from Eon, they should have been doing more to make people aware of what they can do to join and save some money, as long as they sort out the issue.
Ive also only just found out how to switch my meter to half hourly readings as their link from their blog to the page that says how to get a smart meter or how to change to half hourly readings doesnt even mention how to change it. For anyone wondering you go into your profile and scroll down to find the settings, I would ahve thought this would have been set by default as Ive been with Eon for over a year now after forced moving from collapsed Symbio.
The 'smart metering system' itself uses GMT all year round and does not correct for BST. However, I often ask myself if the meter times 'free run' or are actually synchronised to anything on a regular basis?
Unless you have one of the older Radio Teleswitch System Economy 7 meters, I've never seen a meter yet that actually has the correct time on them!
I suspect you will need to work on 'meter time' rather than clock time.

@mtbgus, well I've just had another email from EON saying there were some issues with the data used to assess the results of the energy shift, and actually I did beat the target. So I went from 20% reduction to 70%, I have to say that is some issue with data to be so far off.
I turned everything off, and I mean everything and it seemed to work, reduced by 97% and got £9.31 credit which is just over 2 days worth of electric for going out for an hour! Same again tonight then.
Like many, I guess, I had a second email after the first energy shift result stating they got it wrong with an apology and I did in fact meet the target. I made 69% and earned £2.28 and today I've had the result of the second Shift and made 78% for £2.95. Hopefully future shifts will be OK and reward customers who really do make an effort. BTW my wife enjoys this hour, sitting cosy with candles, cuddling our puppy. The pub is open too!
So, we've had 4 of these now, every time I've switched everything off and gone out, food shop, pub, gym, somewhere. First one was £9.31, then £4.21, then £1.72, then nothing as didn't hit my 40% reduction, only 23%. Not sure how I could do anymore as, everything is off and still didn't hit target, so something is flawed. Kind of lost my enthusiasm, as the reward is rapidly declining despite me hitting the same use, ie virtually nothing.
