through raising prices. This is estimated to lead to costs to consumers of PV £1,260m, and after equity weighting, PV £1,870m. This includes supplier administrative costs of PV £37m. • Increased income for rebate recipients is expected to lead to a net increase in energy consumption, which leads to additional resource costs of PV £220m. • Those who do not receive the rebate experience a reduction of income, which leads to reduced energy consumption. Lower energy consumption reduces utility by PV £7m, and after equity weighting, PV £13m. • The net increase in energy consumption leads to GHG emissions costs of PV £270m. • The net increase in energy consumption leads to air quality costs of PV £16m. • Administrative costs to Government of PV £7m.
