Just supposing it is this circuit., and just supposing it is an immersion heater, wouldn't the constant 2kWh of usage produce some noticeable heat? And @RedBeard89 has a combi - no immersion tank at all.
Current Eon Next customer, ex EDF, Zog and Symbio. Don't think dual fuel saves money and don't like smart meters. Chronologically Gifted. If I offend let me know by private message, but I’ll continue to express my opinions nonetheless.

When Redbeard stated "FYI I believe the property previously had a water tank/immersion heater which was subsequently removed and replaced with a combi boiler." my ears pricked up. Perhaps there is still a hot water tank somewhere in the loft that the OP is blissfully unaware of - perhaps the combi is not even hooked up to the hot water supply? Not sure at all with anything about the OP's dwelling.....
I await news as to whether this is the rogue circuit causing this constant drain on the OP's meter of circa 2kW per hour.
Would it create heat? - probably (almost certainly) but it might be dissipated it the attic without the OP even being aware of it.
Hopefully the OP will now determine what is happening with all of their circuits and report back.

It certainly could if the thermostat had failed...

16A circuit not the culprit for sure. I am assuming that, at some point @RedBeard89has performed the same testing with just one of his other circuits switched off and gets the same 2KWh usage in 1 hour irrespective.
