When you say you think that’s wrong, do you mean you think the quote is wrong, my interpretation is wrong or that you think it’s wrong that the credit will be applied to your energy account (ie disagree with the way it’s going to be done)?
Beki said in the post that you linked to that the "...remaining credit from the £66/67 government amount £11/12 will be credited to your energy account." .
This is for those of use where our monthly DD is less than £66/67, so in the post by Beki my understanding is that the remaining £11/12 or whatever it is (just over £3 in my case), gets credited back to your bank account, not the energy account.
I suspect that the wrong word came out when typing the post rather than having a different understanding.
It doesn't appear (yet) that they are applying the £67/66 on the day of your DD as I haven't seen anything yet in my eon-next account or my bank account, so when that happens it will hopefully clarify things.
I find it very rare, indeed checking back it has never happened, that the DD is taken exactly on the day itself. It usually takes 2 to 3 days before the DD comes off.

Sorry I cannot agree. My DD with E.on for the past 12 months has hit my bank account on the 1st of each month or the first available day after

Big companies will have a DD data set nearly every day to collect the Direct Debits, because customers usually have some choice in the matter. However, many customers who are paid monthly will ask for their direct debits to be collected just after the 1st of the month so that they are assured of their pay/salary having cleared. The process of processing the data set takes about 3 inclusive days so if debits are to be made on the 1st then it has to be compiled and sent to BACS 2 days earlier. Therefore if the correct debit (inclusive of the government contribution) is to be made on the 1st the supplier must have programmed it in by 28 September.
Of course, if they didn't get the programming done early, the normal debit will have been collected. Perhaps this explains the significance of 5th/6th October for the commencement of a new rate of Direct Debit, but one that will only be collected on the normal date in November
