The Warm Home Discount will be applied from November this year and is a total of £150. @Han_EONNext wrote a little update on the WHD over in the Service Updates thread. You can read that here.
so is it 48p minus 17p = 31p? Which is less than the EPG (pre adding of VAT).

They bill you to the OFGEM cap, then deduct the Government EPG differential as a refund, then your unit works out about right. It has to be done that way in order to break down your bill into the chunk you pay (the 33 or so pence a unit) and the bit they have to give to the government to pay under the scheme (the 17p).
yes, it looks confusing, but bottom line is, you are only charged the lower price.
