Monthly £213 0r £294 ....is it worth going for lesser cost first of all or commiting to .£294 per month.

Try splitting you consumption between two periods (1) Apr -Sep and (2) Oct to Mar) and for both tariffs. eg £1000 + £1500 for the flex, £1400+£2100 for the fix. Remember the summer period you use a lot less energy for heating. With V13 you will probably pay £400 more than the flex rates for the Apr-Sep period. in October the flex rate will probably increase again - but by how much? Imagine that the old flex rate would cost you £1500 for that (Oct-Mar) period while V13 will cost you £2100 for that period. That's a 40% increase.
If you stay on flex Apr -Sep you'll be about £400 better off (£1400- -£1000) . If flex rates increase, how much do they have to increase in October to make the fix the better option over the 12 months? I reckon it would take a 60+% increase in October to put the two choices onto level pegging. If the October increase is less than 60+% then flex wins. Do your own calculation.
If 60+ % seems unlikely then remember the average increase in April will be 54%.
