Eon Next have sent my 82 year old mother-in-law an email saying she HAS to have a Smart meter fitted. This has been attempted 3 times now and each time it results in her heating not working and a non-Smart meter being installed. EON is welcome to try for the 4th time BUT emails arranging an appointment are disappearing into the ether, phones are not being answered and EON is providing NO service at all!!! Even if the Smart meter is successfully fitted (and given the track record, this is unlikely) will it actually work????? We are STILL having to read the so-called Smart meters after the move to Eon Next which was marketed as a change to greener energy NOT a change of supplier!!!!
I think she is able to decline for the very reasons you have quoted. If no appointments are made then a smart meter can't be fitted. And there may be specific reasons why a Smart meter might not work properly in a particular property.
