Thermoelectric fans certainly have their place if you have a woodburning stove. No reason why they don't work just as well on double radiators with the flat tops, if you run the rad hot enough.
I use them on my two stoves. I've tried them on a radiator and they do move a bit of warm air about 👍
Do a search for stove fans on Amazon. You can pick them up for about £12

I did get a set. They do seem 2 heat room quicker. Not sure bout saving tho .but couple weeks after i got them my boiler failed and had no heating for bout 6 weeks so they didn't really have proper test as then was nearly April. However I think the ones that sit on radiator and direct heat directly into room at a higher position may b work better and look better and may work better. Certainly with the type I got u do seem have bit cable problem on floor. Might try mine on top this winter. Thanks for asking

Most boilers heat the water to a maximum temperature and then cut out, until the return fluid requires reheating. The use of radiator fans will extract more heat from the radiators lowering the temperature of the return fluid so the boiler can work at full output for longer.
An alternative is to turn up the boiler temperature. The hotter the heating fluid the more heat the radiators will give out.

The lower return temperature from the lower setting plus the radiator fans will likely increase efficiency to a measurable degree.
Just increasing boiler temperature will not be as thermodynamically efficient - mostly due to reduced condensation with the higher return temperature.
I fully accept your point about thermodynamic efficiency. As it happens My boiler isn’t a condenser, and financially it’s sensible to retain it rather than change to a modern boiler or heat pump. There are so many ways of looking at things, but I’m glad that we have the freedom to to consider the alternatives.
