Hi there, I am trying to take the electricity meter's reading. According to the instructions on the website there should be a decimal point. There is none on my meter's display. here is a photo of it.
Is this 31020 or 310.20 ?

When you enter your meter reading online it will show the previous reading, so you can always use that as a guide that you have the right number. The online meter reading instructions are very hit and miss in their accuracy and relevance in my experience, so I wouldn't take them as gospel. So the fact that your meter doesn't have a decimal point doesn't matter.
As a rough guide, 310 kWh may be around a months usage for an 'average' household, but it can vary a lot depending on appliances etc.
